Omschrijving
We are looking for a Regulatory Change Delivery Lead to design a practical, repeatable delivery model for regulatory change and apply it to current regulatory change priorities. This includes defining scope, workstreams, governance, roles, traceability, reporting and delivery controls for a priority delivery initiative.
The role is not a pure PMO position.
It requires someone who can create structure from regulatory interpretation, mobilise impacted teams, and keep delivery aligned to the underlying regulatory obligations.
Key responsibilities
• Develop a practical regulatory change delivery framework covering scope, stage gates, governance, traceability, and reporting.
• Translate interpreted legal and regulatory requirements into clear delivery scope, identify impacted areas, and agree suitable delivery approaches (workstreams/projects/BAU changes).
• Mobilise the current regulatory delivery initiative, including initiation activities, owner alignment, delivery planning and governance cadence.
• Coordinate delivery across multiple teams including Legal, Regulatory Affairs, Compliance and impacted First Line teams.
• Track progress, risks, issues, dependencies and decisions required.
• Prepare concise status reporting for senior stakeholders and governance forums.
Required experience
• Experience in regulatory change, cross-functional change delivery or compliance transformation.
• Proven ability to turn regulatory or legal interpretation into practical delivery plans and implementation actions.
• Experience coordinating delivery across multiple functions or business areas.
• Understanding of governance, RACI, RAID management, controls, evidence and assurance.
• Preferred but not essential: experience working in regulated financial services, payments, market infrastructures, or similar environments.
Skills and capabilities
• Able to create structure from ambiguity and make it work in practice
• Practical delivery management, including planning, issue resolution and dependency tracking.
• Able to design lightweight and reusable change frameworks.
• Able to balance regulatory defensibility with pragmatic delivery.
• Strong stakeholder management and ability to influence without direct authority.
• Clear communication, especially for senior reporting.
• Comfortable working across Legal, Compliance, Risk, Technology and 1LoD teams.
• Good understanding of control implementation, evidence and traceability.
Role boundaries
• The role is accountable for creating and running the delivery structure for small regulatory change programmes, mobilising impacted teams, maintaining traceability to regulatory obligations, and providing clear governance, reporting and delivery coordination.
• The role is not accountable for re-interpreting the law, owning implementation inside each function, acting as independent assurance, or replacing Regulatory Affairs, Compliance, Risk, PMO or business ownership.
